			<content:encoded><![CDATA[<p>The Oklahoma State Bureau of Investigation (OSBI) is on the hunt for Matthew Mark Mallory, 35, of Okarche, Oklahoma.  Mallory is a convicted <a href="http://www.oklahoma-criminal-defense.com/oklahoma-sex-crimes-lawyer.php" target="_blank">Oklahoma sex offender</a> believed to have taken his 14 year old niece, Ariel Mallory, with him as he fled the state on April 5.  Authorities believe he is headed to Missouri to seek work on a chicken farm.  Matthew Mallory is believed to be armed and dangerous.</p>
<p>Mallory was convicted of second degree rape in Kingfisher County in 1996, and upon his release after nearly two years in jail, he was required to register as a Level 3 Oklahoma sex offender.  Level 3 status generally designates aggravated sex offenders or those deemed at the highest risk of re-offending.  According to the Oklahoma Sex and Violent Crime Registry website, Mallory first registered as an Oklahoma sex offender on November 20, 1997, and, as a Level 3 sex offender, he is required to register for life.</p>
<p>In addition to his <a href="http://www.oklahoma-criminal-defense.com/oklahoma-rape-lawyer.php" target="_blank">Oklahoma second degree rape</a> conviction, Mallory has a felony conviction for intimidating a witness in Cleveland County, Oklahoma, as well as Oklahoma County convictions for failing to comply with Oklahoma Sex Offender Registration requirements and for resisting arrest.</p>
<p>Currently, a warrant is out for Mallory's arrest on a complaint of child abandonment.</p>
<p>Authorities say Matthew Mallory is believed to be driving a maroon-colored 2003 Ford Taurus with the Oklahoma license plate tag number 948-GPL.  Mallory is described as a white male with brown hair and brown eyes, 5 feet 8 inches tall, and weighing 165 pounds.  He is said to have multiple tattoos and piercings.</p>
<p>According to the National Center for Missing and Exploited Children website, 14-year-old Ariel Daphnee Ann Mallory has blonde hair and green eyes, is 5 feet 4 inches tall, and weighs 130 pounds.  Because she is traveling with a convicted <a href="http://www.oklahoma-criminal-defense.com/oklahoma-sex-crimes-lawyer.php" target="_blank">Oklahoma sex offender</a>, she is considered an endangered runaway.</p>
<p>In addition to the possibility that the pair are headed for Missouri, authorities say they may also be headed to Amarillo, Texas, or Greensburg, Indiana.</p>
<p>Anyone with information about the whereabouts of Matthew Mallory or his niece Ariel is asked to call 911.</p>

			<content:encoded><![CDATA[<p>Police arrested a registered Oklahoma sex offender last week in connection with the <a href="http://www.oklahoma-criminal-defense.com/oklahoma-rape-lawyer.php" target="_blank">Oklahoma City rape</a> of a six-year-old boy.  Lucifer Scott Hawkins, 30, was on probation for twice failing to comply with the Oklahoma sex offender registry requirements at the time of his arrest.</p>
<p>Hawkins's arrest came as police were responding to a Crime Stoppers tip to check on him at a home in northwest Oklahoma City.  As officers were en route to the home, dispatchers received a 911 call reporting a child rape at the same residence.  Police noticed a car leaving the area and pulled it over, finding Hawkins inside.  After interviewing the registered sex offender, police arrested him on a complaint of <a href="http://www.oklahoma-criminal-defense.com/oklahoma-rape-lawyer.php" target="_blank">Oklahoma rape of a child under 16</a>.  At the end of last week, Hawkins was being held in the Oklahoma County Jail on $100,000 bond.</p>
<p>According to police, the initial tip to which they were responding was not related to the rape of the child.</p>
<p>Lucifer Hawkins was required to register as an Oklahoma sex offender after being convicted of a 1997 rape of a 5-year-old girl in Delaware County.  In that case, he was charged with two counts of lewd acts with a minor and two counts of first degree rape.  His <a href="http://www.oklahoma-criminal-defense.com/oklahoma-sex-crimes-lawyer.php" target="_blank">Oklahoma sex crimes lawyer</a> was able to negotiate a plea agreement in which all charges were dismissed or suspended except for one count of first degree rape.  Hawkins was sentenced to 15 years in prison for his child rape conviction, but was released in May 2006.</p>
<p>In 2008 and again in 2009, Hawkins was convicted of two counts of failure to comply with the Oklahoma sex offender registry.  His sentences for the 2008 counts and the 2009 counts were to be served concurrently.  He spent two months in jail for failing to register and began probation for a four year suspended sentence in January 2010.</p>

			<content:encoded><![CDATA[<p>Sex offender restrictions in Oklahoma were made even more stringent earlier this year with the passage of Senate Bill 2064, which expanded the "<a href="http://oklahoma-criminal-defense.com/blog/?s=zone+of+safety" target="_blank">zone of safety</a>" in which registered Oklahoma sex offenders are not allowed to enter.  While supporters of the bill claimed that strengthening restrictions against sex offenders protects the safety of potential victims, opponents say that the problems associated with such harsh penalties for conviction of an <a href="http://www.oklahoma-criminal-defense.com/oklahoma-sex-crimes-lawyer.php" target="_blank">Oklahoma sex crime</a> make it nearly impossible for registered sex offenders to make a new start.  Being branded as a sex offender comes as a consequence for a broad range of sex offenses:  a registered sex offender may be a violent child rapist or may be someone convicted of a crime as seemingly minor as <a href="http://www.oklahoma-criminal-defense.com/oklahoma-indecent-exposure.php" target="_blank">indecent exposure in Oklahoma</a>.  Despite the varying degrees of the offense, all sex offenders are subject to the same restrictions as far as the penalities imposed under the Oklahoma Sex Offender Registry.</p>
<p>According to one local news report, under the "zone of safety" requirements of Oklahoma sex offender laws, eighty-five percent of Oklahoma City is off-limits to registered sex offenders.  Because of these restrictions, finding affordable housing and gaining a fresh start is virtually impossible for registered Oklahoma sex offenders who have completed their jail sentences.  However, the housing dilemma for Oklahoma sex offenders is not the only problem created by expanding the zone of safety.  Many police officers report that enforcement of the law is difficult, and that such residency limitations actually make it more challenging to protect the innocent.  According to some officers, once the safety zone was expanded, sex offenders facing the daunting--if not impossible--task of finding housing simply failed to register.  Once they "disappear" from the radar, police say, the task of protecting the public from Oklahoma sex offenders becomes much more complicated.</p>

			<content:encoded><![CDATA[<p>In the past week we have successfully represented two more Oklahoma criminal cases.  The first was a DUI charge (driving under the influence) but with our efforts the charge was reduced to speeding and the client received only a $100 fine.</p>
<p>The second was an application to revoke our client's probation.  We were able to present enough evidence in Oklahoma court to convince the judge that our client had not violated his probation and subsequently, the application to revoke his probation was dismissed.</p>
